What it does
Ask a question the way you'd say it out loud — “can I get disability for tinnitus,” “how is PTSD rated,” “how do I connect my migraines to my service-connected tinnitus.” Plain 38 finds the parts of the law and the VA's manual that answer it, explains them plainly, and shows you exactly where each piece comes from so you can read the original yourself.
Two kinds of sources — and why the difference matters
The gap between what the law says and how the VA actually decides claims is where a lot of veterans get tripped up. Plain 38 shows you both, and labels every source so you always know which is which:
What it will not do
- It won't give legal advice or decide your claim. It explains what the rules say — it doesn't tell you what to do or predict whether you'll win.
- It won't sell you to anyone. No referral fees, no kickbacks, no handing your information to consultants or “claim sharks.” There's nothing to funnel you into.
- It won't pretend the manual is law. Guidance is labeled as guidance. You always see which is binding and which isn't.
- It won't keep your searches. Your questions aren't stored on our servers. Your recent-search history lives only on your own device.
Why it exists
The claims process is hard to navigate, and a whole industry profits from that confusion — charging veterans steep fees to explain rules that are public and free. Plain 38 is the opposite of that: an honest research tool that hands you the law and the VA's own playbook, in plain English, so you can advocate for yourself.
